The project “Negotiation skills training – training of employers for Social Dialogue (Negotiation School 2)”, selected by the Ministry of Labor, Family, Social Affairs and Equal Opportunities to co-finance projects for social partners, will strengthen the capacity of social partners to cooperate more effectively in the formulation of public policies and the adoption of autonomous normative frameworks that will contribute to a more efficient use of development potentials and to the maintenance of political and social peace.
The Negotiation School 2 project, which will be imp0lemented by the end of September 2021, will be run by the Association of Employers of Slovenia in cooperation with the project partner The Association of Free Trade Unions of Slovenia.
THE PROBLEM
The vision and mission of social partner organizations is to professionally and transparently promote employers' positions in economic and social dialogue, both at the tripartite and bipartite levels, in Slovenia, at the level of the European Union and in the wider international context. Also, a prerequisite for the adoption of reform measures is the consent of the social partners, so they also focus their efforts on ensuring quality social dialogue.
In order to achieve this, and for the effective implementation of social dialogue, it is necessary to professionally strengthen the basic and support structures (social partners, their qualifications and capacities) at national, sectoral and entrepreneurial level, thus contributing to: adaptation to economic trends, adaptation to rapidly changing labor market conditions and demographic changes, to ensuring an optimal balance between flexibility and security, to the competitiveness of the economy. As the social partners are important actors in addressing the above, they need to be constantly strengthened from an institutional point of view and trained in their effective involvement in addressing key issues, in collective bargaining and in the preparation and implementation of public policy reforms.
PROJECT ACTIVITIES
By carrying out project activities:
- conducting research among employers in the area of peaceful dispute resolution, working time and the adequacy of the pay model;
- Carrying out trainings of ZDS members and project stakeholders within Negotiation School 2 and e-classroom in order to acquire knowledge and skills for effective negotiations at national, sectoral and entrepreneurial level;
- organizing networking events (conferences, business breakfasts with experts, meetings within a club of the certified negotiators) to exchange knowledge, experience and good practices in the field of social dialogue, industrial relations and the labor market at regional, national and international levels;
- providing training for ZDS employees to enhance their competences and to upgrade their knowledge, which will contribute to the strengthening of the role of social partners in conducting social dialogue at national, sectoral and entrepreneurial level and for effective participation in the preparation and implementation of public policies;
- carrying out support activities to provide better working conditions;
- regularly informing employers, employees and the general public concerned;
we want to achieve the following project goals:
- upgrade the knowledge, skills and competences of ZDS employees and ZDS members for their effective contribution to social dialogue at national, sectoral and entrepreneurial level, and for effective participation in the formulation and implementation of policies and approaches, particularly in the labor market and lifelong learning and in providing legal certainty of the active population;
- to familiarize employers at branch and business level with the legal and economic bases of collective agreements and the elements of a quality work environment, and to teach them negotiation techniques / skills so that the agreements reached will contribute to the further development of social dialogue, which is crucial for achieving long-term prosperity and social peace;
- strengthen the role of the ZDS in informing, training and raising awareness of members, and improve the accessibility of information and content in the field of ZDS.
